The first option is to run
C:\Program Files\Common Files\Microsoft Shared\Web Server
Extensions\12\BIN\psconfigui.exe
That should fix it - if not you may need to be a bit more forceful.
Run Admin CMD session and CD into this directory:
C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\12\BIN\
and run the follwing:
psconfig.exe –cmd upgrade -wait –force
